A manufacturer has bought a new line, trained staff or certified products — and part of that money can be recovered. The state reimburses Kazakhstan manufacturers 40–50% of such costs. The operator is JSC Kazakhstan Center for Industry and Export QazIndustry. Below: what exactly is reimbursed, who qualifies, how long the money takes and which obligations remain after payout.
At a glance
- 40% of the cost of new production equipment, installation, 3D equipment, staff training and lean manufacturing is reimbursed, and 50% of certification, labelling and rail delivery.
- Limits: up to ₸60 million a year for equipment, up to ₸30 million for training, up to 15,000 MCI (≈ ₸64.9 million) for certification.
- The company spends first, then applies. The window is 24 months from the last payment.
- The products must be on the priority goods list, and the company on the register of Kazakhstan producers.
- For 2 years after payout there is an obligation: revenue must grow by at least twice the reimbursed amount.
What QazIndustry cost reimbursement is
These are state industrial support measures: the state returns part of the costs a manufacturer has already incurred. There are no advances — the company buys and pays first, then applies and receives the compensation into its account.
There are two measures, each with its own rules, rates and documents:
- Raising labour productivity — 40%. Equipment, installation, digital technologies, training, lean manufacturing (Rules No. 308).
- Promotion on the domestic market — 50%. Product certification and testing, labelling in light industry, rail delivery within Kazakhstan (Rules No. 342).

|---|---|---|
| New production equipment and energy audit | 40% | up to ₸60 million |

To get the equipment maximum of ₸60 million you need to spend ₸150 million. The training maximum of ₸30 million corresponds to ₸75 million of costs.
What is not reimbursed
- second-hand equipment;
- logistics and refrigeration equipment, cranes, loaders, vehicles — only equipment directly used in making the product counts as production equipment;
- costs already funded from the budget under another support measure;
- for certification — taxes and mandatory payments.
Who can get reimbursement
All conditions must be met at the same time on the application date:
- the company makes products on the Priority Goods List — 3,808 items by HS code;
- it has been registered for at least 1 calendar year;
- no tax or social payment debts on the application date;
- the company is a small or medium-sized business; large businesses can only claim staff training;
- it is on the register of Kazakhstan producers — an extract is mandatory from 1 January 2026;
- tax payments have grown every year for 3 years — for equipment and training this applies to companies older than 7 years, for certification to those older than 3.
Companies 50% or more owned by the state or national companies do not qualify, nor — for the labour productivity measures — members of special economic zones.
Which products are on the list
Most items are in mechanical engineering, chemicals and light industry. The list includes, for example, dairy processing and cheese, sausages and canned goods, confectionery, pasta, furniture, metal structures, building blocks and bricks, corrugated boxes, clothing and footwear. Flour and cereals, grain, meat, drinking milk, cement, animal feed and alcohol are not on the list — their producers cannot claim reimbursement.
The key conditions where money gets lost
- The window is 24 months. Costs must have been incurred no earlier than 24 months before applying. For equipment, the date of the last payment counts.
- Only new production equipment. Second-hand and auxiliary equipment will not qualify, even if everything else is in order.
- The rate is on the payment date. If you paid in foreign currency, the amount is converted at the National Bank rate on the date of payment to the supplier, not on the application date.
- The budget is limited. Applications are accepted all year, but intake is suspended when the annual budget runs out. It is better to apply early in the year.
- Get on the register in advance. Listing on the producers’ register takes 3–4 weeks: a digital check against tax and e-invoice data, an industry commission and sometimes a site visit.
Worked example
A manufacturer bought a line for $39,000 in one payment. Say the National Bank rate on the payment date is ₸470 per dollar. The reimbursement base is 39,000 × 470 = ₸18.33 million. The 40% reimbursement is about ₸7.33 million. The 2-year obligation is revenue growth of at least ₸14.7 million.
How long until the money arrives
- Completeness check
- Labour productivity (40%)2 business days
- Promotion (50%)2 business days
- Review and decision
- Labour productivity (40%)12 business days, plus up to 5 for a site visit
- Promotion (50%)6 business days
- Payment after the agreement
- Labour productivity (40%)2 business days
- Promotion (50%)2 business days
| Stage | Labour productivity (40%) | Promotion (50%) |
|---|---|---|
| Completeness check | 2 business days | 2 business days |
| Review and decision | 12 business days, plus up to 5 for a site visit | 6 business days |
| Payment after the agreement | 2 business days | 2 business days |
If a refusal is being prepared, the applicant is first invited to a hearing — you can give explanations and send further documents. A final refusal can be appealed.
Obligations after payout
This is not a no-strings grant. The agreement lasts 2 years: in that time, revenue from product sales must grow by at least twice the reimbursed amount. Received ₸10 million — revenue must grow by at least ₸20 million. If the target is missed, money is returned in proportion to the shortfall. You also need to answer the operator’s requests within 30 days and stay on the producers’ register.
Why applications are refused
- the product is not on the priority goods list;
- there is no extract from the producers’ register;
- a tax or social payment debt on the application date — even a small one;
- taxes fell in at least one of the three years;
- the equipment is second-hand, refrigeration, logistics or vehicles;
- the last payment is older than 24 months;
- amounts in the contract, invoices, payment orders and acts do not match;
- an incomplete package or documents without translation.
Apply yourself or with a consultant
Applying itself is free. The difficulty is the preparation: getting on the producers’ register, checking the product code against the list, assembling a package where every amount matches to the tiyn, and assessing in advance whether the business can meet the revenue growth obligation.
We run cost reimbursement projects: we check whether the company qualifies and which costs can be recovered, prepare the documents and the register listing, submit the application and support you through to payout. Start with a quick estimate — on the cost reimbursement page or in the quiz below.
